This report describes the development and pretesting of a resident satisfaction instrument for residents in Ohio's 540 residential care facilities. Development activities included focus roups and cognitive interviews with residents. The pretest included a written survey followed by a retest interview for a subgroup of residents. Interviews with administrators also examined the feasibility of implementing a statewide satisfaction survey in residential care. A final instrument as well as recommendations for statewide implementation are included.
