Policy does matter: Changing an unchangeable long-term services system

Because long-term services policy is largely driven by state decisions, this study examines the impact of state-level changes on Ohio's long-term services system. Using longitudinal data collected over twenty-six years, this paper tracks system changes and documents the growth of in-home services, assisted living, and the increase in short-term institutional care.
