The goal for the evaluation of the PASSPORT program was to determine whether the program is providing efficient and cost-neutral services as an alternative to facility-based long-term care, and to assess the extent to which the program complies with the assurances Ohio agreed to in its waiver application. Although findings and recommendations are discussed briefly in this report, they are covered in greater detail in the six topical reports that support this document.
