Professor Hall started teaching part-time in 1989. Subsequently he has been tenured at three universities; University of Central Florida, University of Toledo, and Miami University. Dr. Hall has served in several administrative positions at those institutions, including dean, interim associate campus director, department chair, honors director, and academic program coordinator.

Before his career in higher education Professor Hall clerked for a federal judge and practiced law in the United States and the Federated States of Micronesia, where he served as assistant attorney general. He has taught as a part-time instructor at the University of Evansville, College of Micronesia, and the Barry University School of Law. Dr. Hall was visiting professor of law at Sun Yat-sen University in Guangzhou, China from 2009 - 2021. 

His research interests center on U.S. public law, with an emphasis on constitutional law. He teaches courses in criminal procedure, criminal law, comparative law, constitutional law, free speech, and administrative law. Dr. Hall has published twenty-seven textbooks, including subsequent editions, and over a dozen articles on public law subjects.
