
Kolesnikov Palace Documents

Sergey Kolesnikov is a businessman and former associate of Vladimir Putin. He had been associated with Putin through the company Petromed, which he co-founded with Putin’s Committee for Foreign Liaison of the St. Petersburg mayor’s office in the early 1990s. The company went on to receive vast contracts and state funding for medical equipment and facilities throughout Russia beginning in 2000, after Putin became President.
However, the following articles and documents show how those funds were subsequently diverted in part to pay for the construction of a villa on the Black Sea, known as Putin’s Palace. Kolesnikov became known as a whistleblower after penning a letter to former President Dmitry Medvedev in December 2010, in which he exposed the corrupt scheme that included the construction of this "Palace" and challenged President Medvedev to fight corruption.
